Can I install a wall plate into the floor

Yes you can install wall plates into the floor.  

When installing into the floor, the stud mounting plate is not required as the floor structure itself will provide a solid fixing point for the plate, but the coupling to connect plate and pipework together is still required. This part is known as a floor reducer coupling. This is the only special fitting that you will need to install a ducted vacuum plate into the floor.
